LS/CMI Transition Needs Assessment (Level of Service Case Management Inventory) LS/CMI Transition Needs Assessment
The transition needs assessment was designed using information from parole and the National Institute of Corrections (NIC)
and itā€™s Offender Workforce Development Specialist (OWDS) program.  The categories on the tool are aligned with the LSCMI
(Level of Service Case Management Inventory). Each of the facilitators from TRICOR are OWDS certified and work directly with
individuals who are preparing for reentry.

During the class, participants will learn about Motivational Interviewing Techniques, how to use the Oā€™Net profiler and
how to utilize the assessment to support success reentry. Statewide resources will also be provided attendees.

3T Instructor Development - Train The Trainer: Instructor Development Completion of this 40 hour course certifies Correctional Officers as TCI  Facility Training Officers. This class covers basic adult learning theory, lesson plan creation, and TCI training policies. Registration is limited to 4 Officers per agency due to limited available space. Classes begin 8:30am to 4:30pm.

Registration for each student is $100.
Qualified distressed counties may have their registration fee waived.

These two trainings are also components for facilities taking part in the TCI Two Tier Accreditation Process and essential elements for all Correctional Facilities.

Important Training Note: Candidates attending these two Trainings will be signed up like any other TCI Training and receive TCI provided In-Service credit hours for the calendar year. The MRT Training Class is four (4) days 32 hours.

About MRT Training:
Moral Reconation Therapy ā€“ MRT® Facilitator Training is 32 hours conducted over 4 consecutive days. A certified CCI-MRT instructor conducts each training on site with visual aids and print materials or as a virtual event via Zoom video conferencing with white board and digital file sharing where all training materials are shipped in advance of training (shipping charges apply). Participants are assigned approximately 4 hours of homework in preparation to facilitate group counseling.

Materials: During the training, each participant will receive the following materials at no additional cost: ā€¢ How to Escape Your Prison (the MRT workbook) ā€¢ MRT Facilitatorsā€™ Guide (contains information on the group process, specific objective criteria and guidelines for all exercises and tasks of MRT with specific ā€œhow toā€ instructions) ā€¢ Psychological Reports (reprints of 10 journal articles on outcome data on MRT programs) ā€¢ Effective Counseling Approaches (description of Cognitive Behavioral approaches, cognitive restructuring, and cognitive skills programs) ā€¢ CD ā€“ 5 Minute Stress Manager and Imaginary Future (used to instruct facilitators on how to get clients to set appropriate long-term goals) ā€¢ Antisocial Personality Disorder and Criminal Justice: Evidence Based Practices (contains information on treating clients with most resistance)

The STRONG-R (Static Risk and Offender Needs Guide-Revised) is a state-of-the-art, 4th Generation, risk and needs assessment system and evidence-based correctional intervention planning tool, based on static and dynamic factors, and validated on Tennessee offender population and recidivism data.

Conference - 2024 TCI Southeastern Regional Law Enforcement & Corrections Vendor Exposition Trade Show The purpose of this event is to provide an immersive experience for law enforcement and corrections professionals and their partners to have access to top-tiered products, services, and organizations. This vendor exposition will encompass a multi-day event that will permit attendees the option of attending classes on products that they may be interested in procuring at their agencies and networking with other law enforcement and correctional professionals.
Target audience: Sheriffs, Jail Administrators, Chief Deputies, State Officials, Local Officials, Training Directors, Field Training Officers, and other Southeastern Agencies/Organizations/dignitaries will be in attendance.

Approximately 3000 law enforcement agencies and corrections agencies will be receiving the invitation to attend.

We are sending this out to every law enforcement and corrections agency in the entire southeast region.

Facility Programs - T4C Thinking for Change All classes will start at 8:30 AM and end at 5:00 PM
Participants will have to attend all 4-days for Certification
These 32-hours will count toward their facility provided In-Service

The T4C training for facilitators is a four day training that focuses on the core elements of facilitating T4C program. The training is delivered through modeling, trainee teach backs, and direct feedback provided on platform skills as well as T4C program competency. The training includes large group activities and discussions and small group breakouts for trainee demonstration of the skills for leading a facilitator training. Those who complete this practicum will: Describe the theoretical foundations of Cognitive behavioral approaches. Articulate the core principles and components of the Thinking for a Change program.
Demonstrate a social skill lesson utilizing the Thinking for a Change program.
Demonstrate a cognitive self-change lesson utilizing the Thinking for a Change program.
Demonstrate a problem-solving lesson utilizing the Thinking for a Change program.

FCO Development - Tennessee Corrections Institute - Facility Compliance Officer Basic Training The Facility Compliance Officer Basic Training course is a 40 hour course by TCI for participants to receive their F.C.O. certification. It will focus on the legalities as it pertains to the internal auditing of local jails and detention facilities, as well as, the Tennessee Minimum Standards to assist in identifying 'at-risk' areas within their facilities. Leadership - Leadership Phase 1 What is the Tennessee Correctional Leadership Initiative? The Tennessee Correctional Leadership Initiative is a collaborative effort presented by the Tennessee Corrections Institute (TCI) and The University of Tennessee County Technical Assistance Service (CTAS).

Over the past several years you have expressed to us the need for line-level and advanced leadership training. This three phase process is intended to help address this emerging need.

This is the application for Phase 1 of the three part series. Those who successfully complete this phase will be invited to apply for phase 2 and subsequently phase 3.

This first class will concentrate on Communication and Agency Culture, future classes may include dealing with difficult people, personality differences, and group projects.

Leadership - Leadership Phase 2 Part 1 This class is mandatory for those enrolled in the Tennessee Correctional Leadership Initiative.

Jail Administrators and staff have a tough job to do and a negative environment in which to do it. Their actions face ever increasing scrutiny by their departments, the courts, media, community, and special interest groups. The key to defusing much of this scrutiny is to help the staff perform their jobs better by assisting them in making better decisions and by providing them guidance in articulating the legal basis for those decisions.

The seminar is TCI approved and can be used as in-service training hours. This seminar is designed to further assist those law enforcement personnel that work predominately in correctional facilities. Law enforcement personnel that work in these conditions face additional exposure to potential damaging liability issues. This course will provide attendees with a better understanding of the issues facing todayā€™s jails and provide them with tools to prevent possible liability issues.

The 4-day jail training program includes topics such as the following:

ā€¢ Restrictive housing definitions and types, constitutional considerations, and court decisions

ā€¢ Strategies to reduce the use of restrictive housing including preventing restrictive housing placement, ensuring this type of housing is used with the right populations, reducing lengths of stay and assisting people as they transition out of this setting

ā€¢ Management strategies for people with serious mental illness and other special populations

ā€¢ Organizational change approaches

The training program offers opportunities to share challenges and successes, and for peer-to-peer learning.

Participants will leave the training with an action plan to address their departmentā€™s most pressing restrictive housing priorities.

Peer Support Officer Training Background: A peer support program is designed to provide support to staff during times of personal and professional distress by pairing individuals with a fellow employee with special training. Successful peer support programs exist in police departments across the country. The Tennessee Corrections Institute (TCI), in collaboration with the Crime and Justice Institute (CJI), is supporting jails in Tennessee that want to bring a peer support program to their staff.  
CJI is a non-profit organization that provides consulting, policy analysis, and research services to improve public safety in communities throughout the country. CJI has partnered with TCI to develop this training for staff who would like to become a peer supporter.

PSO 3T Training - Peer Support Officer Train-the-Trainer Following the initial training, staff may opt-in to a train-the-trainer session, which will allow them to train additional people to become peer supporters.

TCI Programs Summit This topical issues Summit is designed to provide the most current and relevant program related information to Facility Program Directors and Program Facilitators. In addition to the information and training, this Summit also provides a platform for local county, state, and industry program related stakeholders to network and share information.  

TCI Programs Summit will provide 16-Hours of TCI In-Service Credits. This Summit will be an annual event each Fall that will provide relevant and currant training in the areas of programing that are essential for todayā€™s Local Adult County Facilities. Dynamic Cell Extraction is a 1-day course that focuses on cell extraction techniques and skills. This course provides a systematic approach to controlling an inmate in crisis effectively and efficiently. This course builds on team tactics, team ground control, equipment selection, capture shield tactics, extraction planning, after-action protocols, and more!

Functional Control Tactics is a 3-day instructor course that utilizes techniques that rely on body mechanics instead of pain compliance that may or may not be effective. Information covered includes: psychomotor skill instructor development, ground control techniques, testing and evaluation philosophy, 6 different take-down techniques, joint locks, basic use of force law, body mechanics, and documentation practices.

TCI Specialized Training - SSGT - Defensive Tactics Instructor Training Vanguard Program Overview

The SSGT Vanguard Program represents an evolved version of our core offering, designed to provide a comprehensive defensive tactics system. This program is structured into two distinct levels of instruction, each catering to the needs of those seeking a thorough understanding of defensive tactics. Hereā€™s a breakdown of what the Vanguard Program entails:

SSGT Vanguard Level One Objectives
Upon completion of the Vanguard Level One 40-hour Instructor Course, a certified SSGT Vanguard Level One Instructor will be qualified to:

Instruct officers on the objectively reasonable use of force, survival stress effects, and defensive tactics principles.

Train officers to defend against common grabs, holds, strikes, and attacks on the officerā€™s weapon in standing situations.

Educate officers on defense in ground grappling situations, covering grabs, holds, strikes, and attacks on the weapon.

Provide instruction on gaining control and compliance over an actively aggressive subject in both standing and ground situations.

Teach officers to defend against knife or sharp instrument attacks.

Instill self-confidence in officers regarding their ability to defend against attacks.

Certify officers in the SSGT Vanguard Level One Twenty-four-hour student course.

These objectives aim to reduce the likelihood of excessive force use by certified students or instructors, subsequently minimizing liability.

No previous training required.
Written and practical exams are administered in both the Instructor and Student Courses.
Instructors may certify students in one or all categories of a particular level.
Student Certification time varies (1-24 hours) depending on addressed categories.
Student Certification is valid for one year, with re-certification at 1/2 the original time.
Instructor Certification is valid for three years, contingent on teaching 8 hours per year.

TCI Specialized Training - TCI/Command Presence Leadership Tier 1 Course Description:
This one-of-a-kind training series is designed to empower  corrections professionals with the tools and insight required to excel in their critical roles as leaders and presenters within their respective organizations. Participants will explore a wide array of topics, including effective communication techniques, cutting-edge leadership theories, intentional planning strategies, and innovative approaches to delivering presentations. Participants will emerge from this series equipped to navigate the complexities of leading in a correctional setting with unwavering poise,
professionalism, and integrity.

Through thought-provoking discussions, practical simulations, and hands-on exercises,
participants will acquire the skills required to lead with a purpose and facilitate
presentations with confidence.

Who Should Attend:
Personnel who have been identified as leaders or potential leaders within their workgroups, in addition to those who are currently serving in training roles or are potential candidates for future training roles.

Course Objective:
Upon completion of this course, participants will be certified in the TCI Tier 1 Training Series. Participants will vastly improve their own leadership traits and will be equipped with essential skills necessary to excel in any setting to deliver effective presentations in a workplace setting. The result will enable participants to develop and execute concepts that enhance the effectiveness and efficiency of their organizations.

Participants will also be tasked with delivering a presentation highlighting a problem within their workgroup and potential solution based upon the weekā€™s curriculum.

TCI SPECIALIZED TRAININGS - Local In-Service - Defense Tech Basic CERT and High Risk Transports This is a consolidated training class from the two classes below.

Basic Corrections Emergency Response Team.
This 3-day course is dedicated to the corrections field and specifically addresses problems found in a correctional environment. With classroom and practical application, this course covers all aspects of dealing with situations inherent to the correctional officer. Students will participate in the classroom, hands-on, and scenario-based training activities. Students will operate alone and in a team. The course was designed and taught by corrections experts with real-world experience. Each instructor has worked in a correctional facility with practical applications based on the instructorā€™s actual experiences. All aspects

High Risk Transport Instructor Course.
This 2-day course is designed for Law Enforcement, Corrections, and Military personnel designated with the responsibility of providing protection during the transport of high-risk prisoners. By allowing each team member to perform each function from the planning to execution phases, it builds team cohesiveness, and provides a basis of information to not only conduct details if asked to do so, but to also provide educated assistance to any
other agency that requests support.

This course combines the Monadnock Defensive Tactics System (MDTS), Monadnock Expandable Baton (MEB), Defense Technologyā€™s OC and the Hiatt Tactical Handcuffing Instructor courses. The Monadnock system of classes provides transitional skills to gain control and take a subject into custody. This system connects empty hand/baton blocks and strikes to control and handcuffing skills that are easy to learn and repeatable under stress. Arrest skills presented in the class address the use of OC, baton, and empty hand skills to DEFEND, STOP and CONTROL a subject. The effective arrest skills covered will conclude with the appropriate handcuffing skill be it standing, kneeling and prone.

TCI SPECIALIZED TRAININGS - Local In-Service - Defense Technology Less Lethal Instructor Certification Program This course is comprised of four 8-hour instructor level classes covering OC Aerosols, Impact Munitions, Chemical Munitions and Distraction Device Munitions. The student will acquire Instructor Level knowledge of Defense Technology products, both technically and tactically, along with the skills necessary to conduct in-service training. Each of the four class modules focuses on a different subject/product group presented in a half-day of lecture-based studies followed by a half-day in the field for demonstration and drills. Unique to this class is the state-of-the-art deployment tactics which come direct from the manufacturer of the products. Upon completion of the course and successfully passing the final exam, each student is authorized to provide in-service training to their agency in specific areas for 36 calendar months from their testing date. TCI SPECIALIZED TRAININGS - Local In-Service - Defense Technology Use of Force Instructor This course incorporates lecture, video and classroom discussion into the training. The curriculum focuses on Graham vs. Connor and utilizes additional recent court cases to gain better understanding of what officers can do based on the actions of the subject. The instructors have designed this course to create the most comprehensive look at police use-of-force.

TCI SPECIALIZED TRAININGS - Local In-Service - LEADS De-escalation Instructor This is a classroom based combat-confrontation avoidance course based upon the L.O.C.K.U.P. ® System. It teaches within a classroom setting how to recognize aggression and to not stimulate aggression. Students will learn communications skills and evidence based Active De-escaltion Strategies that can avoid or resolve interactions by employing tactical de-escalation the techniques, conflict resolution methods and distraction techniques that promote successful tactical applications. The course also discusses tactical responses when diffusion tactics are inappropriate or ineffective. This program teaches officers how professional communication can protect officers in the field, reduce civilian complaints as well as civil litigation. Instruction uses lectures and demonstrations to facilitate learning and retention.

An application must be submitted for consideration to enroll in the class. Once accepted you will be notified and manually enrolled in the class. TCI will waive the cost of course registration and lodging for all accepted applicants. Applicants or their agencies are responsible for the cost of transportation, meals, & incidentals per-diem if required.
